Evaluating Our Fiscal Stability
In 2012, an independent study was conducted to update the district's financial plan and develop water rate recommendations for the next two years. The financial plan extends through the year 2021. In addition to the proposed rate increases, the study found that the district's finances are on a steady course and the assumptions and policy decisions reflected in previous financial plans are standing up over time, including providing the desired financial and rate stability.
The financial plan's recommendations support future water rate increases. The study found that water rate increases could be minimized by continued vigilance in controlling costs, monitoring revenue trends, and finding ways to increase revenue.
In addition to recommending a water rate increase, the financial plan includes a recommendation for a monthly Capital Replacement Charge for all municipal and industrial customers based on meter size.
